Andre K. Davis

Chief Executive Officer, Hands of Melody

Lead Dad Service Coordinator

I am a veteran of the United States Marine Corps and have dedicated my adult life to serving my country and community. As a public servant, I proudly served for 37 years in the Baltimore County Police Department, retiring as a Colonel, holding the second-highest position in the agency. Currently, I formally managed a division of approximately 623 officers and oversaw a budget of $63 million as part of a total agency budget of $295 million. I earned a Bachelor's Degree in political science and a Masters in Management from Johns Hopkins University.

Throughout my career, I've written numerous grants that established programs, some of which I directly managed, including programs for the State of Maryland. I also served as the Police Department's legislative liaison, working with the Maryland General Assembly on various legislation.

I have developed and maintained many organizations within the police department, including a program that raises awareness for veterans suffering from PTSD. This program assists them with resources and support to create a better quality of life for our soldiers. I authored a memorandum of understanding (MOU) between the Baltimore County Police Department and the Baltimore County Public School System. This agreement allows these two large organizations to collaborate, providing education to our students while maintaining peace. This structure and program development will be useful as HOM works with trauma victims and families dealing with PTSD during the birth period.

I am married to Melissa, the founder of Hands of Melody, and together we have eight children and five grandchildren. Forming bonds of men and family is a core value for me. In my spare time, I mentor several young men on how to be strong fathers and family men. Developing the required maturity to be a father, as with anything else in life, needs a guiding hand from those with experience and a willing heart to help.
